About ICO
ICO is a not-for-profit ministry serving international students and visiting
scholars in the greater Tulsa area. International Community Outreach exists to
glorify God by meeting practical and spiritual needs of international students through
acts of service and through the proclamation of the gospel of Christ.
As the name implies, the ICO venture is:
- Worldwide in influence and vision
Christ's commissioning to "Go into all the world. ." finds its response when a follower
of Jesus provides the international student a ride from the airport, a visit to
Wal-Mart or an engaging "welcome!", at a community picnic.
- Relevant to community in culture
As the world's peoples mingle with the Christian Family a "connect" occurs. This
lends itself to dialogue, relationship, and often an exploration of Faith.
- Transformational through Service and Sharing
Far-reaching effects can result as students themselves become conveyers of the message
and aroma of Christ back to their homelands.
Meaningful services for international students include English conversation practice,
car clinics, weekly on-campus lunches, soccer games, ladies brunches, mall visits,
. . all the while giving the Holy Spirit his gentle moments to convey God's truth
inoffensively, relevantly, convincingly.
Bible studies and local church visits become welcoming environments for questioners, seekers.
International Community Outreach is served by an Executive Board comprised of the following members:
- Jerry Lout (Director)
- Ann Lout
Jerry and Ann Lout served with Elim Fellowship for 20 years in East Africa prior to embarking on international student ministry in 1993. Jerry is an associate with International Students Inc. of Colorado Springs. The Louts have three children and eight grandchildren. They reside in Tulsa, OK.

Numbers of students have come to know the Lord and grow in their relationship with him through the engaging hospitality and ministry of the Winfreys. Ken is a self-employed businessman.
- Josh Moseby
Josh graduated from the University of Tulsa with an engineering degree in 2004. As a student, he made lots of friends with international students, sharing life and his personal witness with them. A graduate of Oklahoma State University and working in international business, Simeon is passionate about meaningful cross-cultural outreach. Simeon and his bride Laura (also energetically involved in serving students), lend their zest for life, creativity and love for Christ to the vision and goals of ICO.
